Rammus hotfix nerfs

Rammus was slightly stronger after patch 5.16, I log out and log back in close to 10hrs later, I play 1 game and the jungle finally feels nice, like the old jungle, no more struggle; then after the game I log out and log back in, receive a hotfix and now rammus is weaker than before patch 5.16.

WTH is going on over there at Riot Headquarters
