Can bards W mana cost be reduced from 100 mana at level 1?

I'm not sure if the medium powered heal even after ten seconds justifies how much it costs. Seeing it be 100 mana at level 4 or 5 isn't such a bad idea. But being level one, I just can't see why it is worthwhile, even with the collection of chimes.

Or at least increase the heal at level 1 to make it worth 100 Mana

I love Bard, he's not strong at all but I love him. But even his late game is meh.

I would like it better if the chimes popped up closer around Bard.

Also, can Bard's ultimate have a passive effect to give himself and nearby allies tenacity? Just wondering.

get a tear and collect chimes and you can never run out of mana no matter how hard you try.
