Making Alistar's E Stack with Jungle Monsters

alone, I find it very difficult to get Red and Blue buff, so why does his E "Trample" does not stack with jungle monsters?

Because jungle Alistar is utter cancer and breaks the game anytime it's competitively viable at high levels of play. He walks into your lane, Flash Q, W's you to a tower or your enemy laner, and you die.
Then he comes back, WQ's you, and you die. You go to duel with him or counterjungle? He W's you over a wall and walks away, or Q's then W's you over a wall. Or just flat out murders you.
All he needs to do in a counter-gank? W them away.
