Greater Quintessence of Mana Regeneration Not working

Mana Regen/5sec qunts are not giving me the right about of mana regen in game or in champ select. I used two +1.25 mana regen / 5 sec and when I got into the champ select I only showed up as .5 /5 sec. When I used three +1.25 mana regen / 5 sec, it showed up as .8/5secs. Please help Riot.
