I can usually end up on top faced with any matchup mid with Annie.
My only problem is Jarvan. I HATE Jarvan. I can't play against Jarvan. He has three gap closers. It does not matter if i have an escape, stun, wards, and careful placements. He always ends up on top just because he can always trap me in his ult and obliterate me, it does not matter if i farm well under turret.
What tactic should i take vs a Jarvan mid/jungle.
Well, you bully him really hard level 1, so trying to wittle him down quickly would be best.
After that, you really just have to play safe and if you have to use flash - you're going to be heavily relying on your jungler to do much in your lane.
My suggestion would be to be less liberal with your Annie picks unless you can ban J4 (since he's the only one causing issues for you) or as a counterpick (to someone who has already picked a champion your good against such as Ahri so you know they won't be picking J4 against you).
