Rune Page Alterations in Pre-Game Lobby

Ok, I'm sure there's been a thread like this one at some point or another, but don't you think it's about time to be able to make rune pages at the pre-game lobby? I know that this would maybe dissuade people from purchasing additional rune pages, but I feel it's a much needed change that helps improve the overall experience of playing LoL.
