can't dicide between the runes

so, after I bought my first champion, I was about to buy the runes, cuz they look cheap. but, to my surprise, it seems that there is 3 types of runes. tier 1, 2 and 3 being the highest price. this broke me down cuz I don't know what to buy first. in other wards, I don't want to buy runes that focus's on the champion that I bought, I want a general set or build that can help almost all my picks. any ideas ?

edit: also, if you can tell me how much I need to save, it will be really helpful <3

(in case knowing my pick will help in the answer, I bought kindred as my first)

I think tier 3 runes are unlocked at level 20, but when you unlock them there are several discounted Runes to help build generic Rune pages. You'll want to get those because they are a huge bang for your IP buck. You can choose ones more specific to your champions later, because you're probably going to want most of your IP to buy champions.

Greater Mark of Attack Damage: 205 IP ⇒102 IP Greater Mark of Magic Penetration: 410 IP ⇒205 IP Greater Seal of Armor: 205 IP ⇒102 IP Greater Glyph of Magic Resist: 205 IP ⇒102 IP Greater Quintessence of Attack Damage: 1025 IP ⇒512 IP Greater Quintessence of Ability Power: 1025 IP ⇒512 IP

Those will work for most situations and should be good enough for a long while until you're ready to really sink some IP into it.

so basically, as soon as I reach lvl 20, some runes will get a discount right ?

so after seeing your choice of runes, I guess that getting basic damage along with armer and resists will be a rounded build, i'll see what will happen when I reach 20 , cuz I may post a help again xD.

Ya the T3 runes they put on discount are the most widely used ones. They will work quite well for you, though they aren't always going to be the best option (you'll have to read up on high elo guides, and the team comps can change what you want to use in a given match on the same champion).

Don't buy tier 1/2 runes its a waste of money. Only get tier 3 runes.

I know that XD, good thing that I didn't buy except for 3 runes. but what I'm asking is a help in building the runes when I reach lvl 20 and unlock tier 3 rune. got some advices or ideas ?
