Giving Mid Laners the Rift Herald Buff...

Disclaimer: I wish I could post this on the PBE forum but I don't have a PBE account so this will have to do.

What's to stop the jungler/top from giving the RH buff to their mid laner? It sounds pretty broken to give this to pretty much any mid laner that cares about damage, movespeed, and taking towers. (All of them.)

I suppose it's powerful to give to top laners too in a way, but regardless it seems pretty beneficial to use this in a way that way that wasn't intended.

What solutions could fix this?
