Confused with Skarner ?

I am very confused with the direction of Skarners rework, I feel like looking after looking at it. I feel that I have some questions. Why does it feel like a mini game of dominion? When I was reading about the rework on Surrender@20 ,it from the way it sound. Skarner can get these crystals and cap them to gain his move speed bonuses, alright got that part. But enemies can also cap this points. That's where I was confused, cause with champs like Bard. Where he can roam around, and pick up his chimes to get buffs for the late game. I just don't see the point in these, are they suppose to be like a mini Scuttle Crab for Skarner? Or is it a mini game of Dominion

I just don't understand, and if someone can explain how this is suppose to help him be a Juggernaut in the middle of the fight It would be very helpful Thank you.
