Why is no one talking about Neeko getting buffed?

Every time a champion who doesn't need buffs gets a buff no one talks about it. The only time I remember people asking Riot not to move a buff to a powerful champion to live was last year with Yasuo and Kindred. (which may or may not of been a distraction from the Eternals feedback.

So why are we letting Neeko, an already good champion who doesn't need a buff getting THIS big of a buff. I just don't get Riot this season. They keep buffing champions that don't need buffs. More champions should get nerfed then buff every patch. And we can't allow Riot to keep buffing and buffing the same champions or else the game will just become more and more unbalanced as champions are cast into the shadows and forever out of the meta and never played.

EDIT: Something I should of said is that these are the WRONG changes. They are buffing her early game which is her strongest point.
