Talon need some minor changes

First of all, his Passive: His passive is basically the mastery : Oppressor. But its just higher amplification dmg and only on his auto attacks (He dosnt rely on auto attacks on his damage)

After last whisper changes, ADC becomes impossible to kill if they get any armor based tank item. Talon can only obtain maximum of around 40 armor pen from items. The current LW is not well-suited for him at all since his job is to kill adc, and the passive on LW is not at all, or barely useful.

I'd say give his passive a tiny amount of armor pen. Just an example passive could look like :

Passive - Mercy : Talon gains 3 flat armor penetration (+1 per level) against targets that are under any influence of crowd control.

TBH, I think Talon needs a kit update/rework and a nice buff would either be shorter CDs or given Resets on kills.

Don't get me wrong, I love Talon, but imo he just doesn't compete with other assassins. There's other choices that can do what he does better. Part of it is that he doesn't really have any reliable escape , part of it is he simply doesn't have resets. He kinda ... goes in, kills one person and dies. Whereas Zed or Fizz can go in, kill one person - or if they are fed - everyone, and make it out alive and laughing. Even Kha, Rengar, Akali, and Katarina can do this. Talon? Not really ...

Honestly, I predict him getting one of the bigger reworks in the upcoming assassin update, next to what I hope will be a very serious Fizz and poss. Zed overhaul.
