I don't understand doing the EXACT SAME Twitch nerf, and buff every year at the exact same time

you literally change his passive from 2/3/4/5/6 to 1/2/3/4/5 at the end of every season, and then change it back at the beginning of the next season alternating every other year

what the fuck, just change something, this is so stupid, the difference isn't that big, but why is this something you do, do you fire developers so quickly that no one remembers?

Maybe they are happy with how twitch plays, so they don't want to change him mechanically, and this is their go to change when his winrate is too high or low?

Game state changes. So he has to be adapted to that change. They know this change will fix him for this current game state without ruining his gameplay.

sometimes i feel like the balance of this game being flawed is all a giant distraction / illusion to keep people into the game so here and there they tweak the numbers purposely knowing ahead of time what will go outta hand and sit back and eat popcorn.

Actually, the difference has some merit. That bonus 2 true damage lets him instakill Malzahar voidlings, I don't know about other pets though.

This is the lever they use to control how strong Twitch's early game is. Twitch too weak early game? Buff is early poison damage to 2 per stack. Twitch early game too strong? Nerf early poison damage to 1 per stack.

Surprise, twitch is still broken.

As much as I hate the twitch passive nerf (really 1 true damage per stack?), it really does make sense for them to keep doing that nerf if it works.

We usually complain about Riot being unwilling to undo nerfs, Twitch represents one of the few occasions where they have. I have faith they'll buff the passive back when he falls out of the meta and begins underperforming.
