How come we don't have player created builds?

DOTA 2 has this that allows players to create builds that get featured in the in-game shop depending on how well they get rated. League of Legends should have the same feature implemented...

Well league does do that indirectly, you can create your own build for a certain champion, or for any champs and also for any game mode, so you don’t have to always use the recommended tab in shop.

And if you play an AD champion you even get to choose from a variety! xD But seriously doing this with an AP champion is completely pointless lol. About the only time you'll need to do this is to add maybe one item to the list that's really unexpected (e.g. gunblade on Malzahar)

Or something like ap shyvanna, or on-hit taric. Something unexpected would be conquer ad and on hit rumble.
