Champion Recolors / Classic Tier Skins Purchasable with IP

Some skins (520 RP category or below) are a little too low-quality to cost money. Especially just the recolored skins with nothing else to show for themselves. Skins like these should be for sale at an insane amount of IP, (like a new rune page or summoner name change relative to their RP price). For example, you could purchase Golden Alistar for 9600 IP or something along the lines of that. I think it would be a good idea and it would not be a ripoff to Riot or the community as if a person has 1820 RP, they're gonna buy a Legendary Skin, not 3 Classic Tier skins. This would mean the LoL economy would stay primarily the same, Riot receiving the same amount of money and offering veteran players a method of character customization without having to spend money.
