Why doesn't riot rework/tweak shaco

Shaco is whack.

I would like to say that Shaco is in a very big need of a rework/tweak. His damage early game is non existent. His damage mid game is also almost non existent. His backstab passive should do more damage instead of being a crappy proc. Shaco only has one ability that scales with AD and that's his E, which doesn't have very good base damage. His kit is basically forcing players to put 2-3 points in his Q. He is extremely item reliant on items that are expensive for a jungler. Give him more crit on his backstab or damage on his Q, then make his invisibility lowered down to 3.5 or 4 and make control wards reveal him, no one would be mad.

I would really like to see Shaco changed somehow.

short answer: Shaco has lots of fans, fuck up shaco, PEOPLE WILL BE PISSED

Detailed answer Shaco is a champion who is very old, but despite that to this day is one of the most unique champions to be no the rift, in both design and in play style. Shaco has two primary play styles that consist of what some like to call "Ap trap master" Where the play style revolves around your AP scalings and you rely on poking out the opponent and guiding them into a death trap of your boxes. The other play style being FULL ad cri tassassin, where you perma split push and through how you scale be capable of one v oneing anyone to even one v twoing. He is a ferocious split pusher and because of his ultimate if you leave him alone with a tower, your base can very easily be gone.

He is a old champion that had a toolkit far ahead of his time, and because of that he has a large and healthy fan base. However shacos flaws are quite obvious.

A-His shiv is great but riot is clearly uncomfortable in how they want to balance it's damage. Passive: His passive is wack, simple as that, but very unique that promotes a sneaky play style Boxes: Very cool, but feels like they can be so much more as of late

The thing is about champions when reworking them riot must ask themselves the following questions

-What is wrong with the champion -What is the champions core identity so we don't accidentaly remove it -Does his game play properly reflect who he is?

-What is wrong with shaco? slowly but surely falling into the out dated list and has horrible team fight presence -does his game play reflect who he is? Could be improved upon with visuals to show he is the demon clown, other than that he's solid

What is his core identity? And this is where things get tricky, as far as i'm concerned when you think of shaco you think of everything. You think of his daggers, you think of his boxes, you think of the fact he can summon a clone of himself, you think of his stealth popping out of nowhere mechanics. In almost every rework it was obvious in what the identity was. For shen it was his teleport, for Galio it was his ability to taunt and get infront of everyone as a shield, for sion it was him running in and just fighting. For all these champions they had one key ability that made fans go "that's my champion" which made it easy for riot to do the reworks..but for shaco..it's everything he has that the fans love. which makes the shaco rework so very complicated for as a designer you look at shaco and go.

Shaco defs needs a rework. They already tried to tweak him and they made him so damn strong that they ended up gutting him completely and now is a pretty weak jungler. After knowing how good he could be pre-rework and just how miserable he is now really is quite depressing :/

Pretty much sums up the explanation from myself, a Shaco-top player. Since he's an assassin he has innate and good spell/skills, but his scaling is severely reliant on items. The only way to balance that out is to practice and execute fights well with him, which is reasonably difficult for the inexperienced on him.
