My opinion as an ex Shaco main:
You are just not used to Shaco being strong. Shaco has one of the (damage wise) weakest kits in the entire game. He is very item dependent.
The Q buff won't change anything in the early game because it scales with BONUS AD. He will be stronger in the mid/lategame and he really needs this buff because right now he is trash compared to other assassin junglers.
The 80% scaling looks pretty crazy at first view but if you look at it closely you'll see it won't be that crazy.
Let's compare the Shaco Q with the Rengar Q (both champs have the same job to do, bursting the carries)
Shaco: The damage is : 20 / 30 / 40 / 50 / 60 + 80% BONUS AD
Rengar: The damage is: 30 / 60 / 90 / 120 / 150 (+ 0 / 5 / 10 / 15 / 20% AD)
Empowered Rengar: The damage is: 30-240 (+1.3 Total AD)
--> Rengar's Q deals A LOT more damage in the early game. (As it should be because Shaco's Q is also an invisible cap closer)
Let's compare them at level 10 (with 1 full item (Duskblade))
Duskblade Stats: +55 attack damage +10% cooldown reduction + 18 lethality
Shaco: The damage is : 60 + 44 (80% * 55 AD) = 104
Rengar: The damage is: 150 + 20.4 (20% *(65 Base damage of Rengar + 37 (3 AD * 9 lvl up))) = 170.4
Empowered Rengar: The damage is: 160 + 30.6 (30% * (65 Base damage of Rengar+ 37 (3 AD * 9 lvl up))) = 190.6
--> Rengar's Q still deals A LOT more damage
Let's compare them at level 18 with full build: Boots, Duskblade, IE, Youmuus, Guardian Angel, Death's Dance. This makes a total of 300 AD (55 + 70 +55 + 40 + 80)
Shaco: The damage is : 60 + 240 (80% * 300 AD) = 300
Rengar: The damage is: 150 + 43.6 (20% *(65 Base damage of Rengar + 153 (3 AD * 17 lvl up))) = 193.6
Empowered Rengar: The damage is: 240 + 65.4 (30% * (65 Base damage of Rengar + 153 (3 AD * 17 lvl up))) = 305.4
--> Shaco deals more dmg than the normal Rengar Q but still less than the empowered Q at full build! Don't forget that Rengar can instantly recast his Q after he used the empowered one.
Short summary:
Q buffs won't change anything in the early game. He will still not be able to fight the enemy junglers.
He will get a slightly better midgame and a stronger lategame. His snoballing potential will definitely increase.
