That means while on 0lp, you dodged a game
In the Solo/Duo ranked queue you are at the rank Silver 2, the second highest Division of the Silver league (Silver 1 being the highest)
Within that division you have -3 LP. LP stands for League Points which determine your progress towards promotion or demotion, 100 LP being the amount of LP required to begin a promotional series, and 0 LP being the amount at which you are at risk of demotion after a loss.
