Vlad Rework 6.9

From what I have heard, the rework for Vlad is either no good or maybe just not enough of people have discovered the potential of his new kit, yet. However, I believe I have figured it out. I know his q can be empowered now and his e is now an explosive blast that shoots about a dozen projectiles in different directions around him. The e seems difficult to land once the opponent can hide behind minions. A recommended item is the Hextech Protobelt-01. At first I just didn't think that item was going to work on Vlad but then one day I tried it...you can surprise the enemy with a charging of the q, activate Protobelt, and release q!
