Champ rate percentage in URF??

I feel like there's only ever a handful of champs that we get too choose from, with some being WAY more common than others. For instance, I pretty much never see Gnar or Zoe. I play at least 5 games a night of URF, yeah? I think the last time I saw her was over a week ago? I've seen her 3 times overall. I've only ever seen Gnar ONCE since the mode was released.

Will someone fill me in if I'm missing something?

It's statistics. With roughly 150 champions in the game, you're bound to see some a lot and others rarely. Additionally, the re-rolls increase the rate at which you see popular or good champions, while decreasing it for unpopular or bad ones.
