Kind of counterintuitive don't you think? Especially for teambuilder. Our team made the joke of surrendering at 20 just from the matchup. We actually did, because we got smashed, as we all assumed.
Team Builder does use MMR. It uses the MMR from your Normal games, not your Ranked ones.
Ranked MMR =/= normal MMR =/= teambuilder MMR (which is based on which champion you play)
But... That doesn't mean that this is how it should be. There are a lot of complaints about people who have normal MMR way below their ranked MMR because they play more rankeds than normals. I think ranked MMR should slightly influence normal MMR so that those players with lots of ranked games but few normal games don't have the normal MMR of a fresh account.
