Hecarim's Base Movement Speed ...

Why is it only 345? Shouldn't it be ... idk ... at least 350, if not 355?

I mean, his whole kit revolves around movement speed. He's supposed to be known for his speed ... So shouldn't it at least be in the 2nd highest tier at 350 (if not the first highest at 355)? Yet, his base speed is lower than those who should not be anywhere near as fast as his base speed, like Nasus, Nunu, Olaf, Shyvana, Trundle, Vi, and even Cho'Gath. He's neutrally slower than CHO'GATH! The only speed thing he has lasts for total of 4 seconds, with it's full effect only lasting one second at the end, after that, he's slower. At least Yasuo has a passive effect that gradually increases his speed permanently, but Hecarim? The speed demon? Nope. Once his speed up is on cooldown, he's slower than a gigantic man-eating gentleman.

PS: Looking at this chart, I also see that Pantheon has 355 base speed ... Just .. HOW?! Are we ignoring the weight of the giant shield he has?

What is logic?
