Quinn has always been a hard lane for melees to fight against, even before her rework, as is the case with any ranged champion with a displacement ability.
Her E has always procced harrier, which, by the way, is actually weaker early game then it used to be.

ModWulf Helhammer1 votesBecause she's not. If she gets ahead, she can snowball, sure. Again, that's been there since she was created. She has a slightly above average win rate with a massively below average play rate, which means most of the people you play against on Quinn are mains who have played her likely since before her rework, meaning we know her inside and out, and know just about any matchup that can be thrown against her. Are you going to blame Cowsep for beating everyone with Yi? Or Gosu winning with Vayne? No, because those are their best champions that they have spent hours on learning.
