If a champion is struggling you should look nearly exclusively at them, not jump into changing items, which affect many more champions than just the one struggling.
This is their balance teams bread and butter and it's how they keep themselves employed, constantly breaking their own game with 0 foresight put into their decisions + complete apathy from tencent.

We put some small buffs in for Talon himself, but also suspect his current power level is impacted by some of his must-buy items being a little on the weak side. We will be looking into buffs for core items that we think will help him out, and will continue to monitor him going forward.
And it's true. Lethality was kinda terrible, which screwed over most AD assassins. Now Lethality has been buffed, which should improve his performance by at least some amount.

If a champion is struggling and many other champions that follow similar item builds are also struggling and you just did a massive shake-up on their core items, maybe it's worthwhile to look at both the champions and the items.

That dev blog is primarily about champion update, so it glosses over some of the systemic stuff.
We buffed Lethality and the items because the items appeared to be generally underperforming (pro play Edge of Night use cases notwithstanding), not because Talon specifically was underperforming. This destabilizes the whole system - it makes it difficult to balance both the low cases (Talon, prior to direct buffs) and the high cases (Rengar, Kha'Zix). It was particularly impactful to Talon's balance state and thus got a callout there, but if it was just a Talon problem, we would have just worked on Talon directly.

Riot said Talon is struggling, BUT we are buffing items, so we'll see how he turns out.
The assassin items ARE shit, though.
