1 Kill is worth 17.5 Minions. There is 117 Minions in 10 minutes in a lane. Most average players get about 60-75 cs in 10 minutes.
Would afk farming and be better than harassing and going for 17.5 minions worth of gold? But when you harass you also take minion aggro, lose some minion gold due to focusing on the enemy.

They aren't mutually exclusive.
Although if you're faced with the option of autoing a minion for a cs or autoing the enemy for harass and missing the minion, you are generally better off taking the cs.
Kills are always worth its not about the gold
Well in theory you're meant to do both, so a mixture of the 2 would be recommended
If you're AFK farming, then your enemy laner is doing the same. If they scale better than you, you done fucked up.
For each situation it's different, so there is no wrong or right answer, especially seeing as differing champions have different strengths and weaknesses
