A simple nerf to LeBlanc

Make it so the tether doesn't magnetize to champs. It feels awful when you just sidestep that chain to see it change direction to snap on to you. I don't know why this happen but it sucks when it does. Not only for LeBlanc either. Any champ with a straight line skill shot that tethers or hooks to the enemy has this to some extent but to me it seems like it's particularly bad with LeBlanc. I don't know why this happens (maybe someone can enlighten me) but if either the hitbox is changed to match the visuals of where the chain will hit or the chain size is changed to match the current hitbox of where it will hit you then it will feel much better to play against. At the very least it should decrease ban rate if people feel like they can dodge her chain more reliably.
