when you nerf shen he is weak when you buff shen he is op - shen has ulty that can't help him in his lane = 3 vs 4 spells in lane but when he for example ults to other lane and he mostly saves or does stuff - if he got buff to point where he is strong in laning phase and feels very strong when ult someone
