Ashe still crits. It boosts the damage of her shots on frozen targets. You can test it in practice tool. Just trade out essence reaver for IE.

I just went into a practice game. 2 zeal items and Essence reaver. 160 per shot. Trade IE for Essence Reaver. 190 per shot.

so it just boosts her normal damage then?or does it boost her crits to actualy do a little extra damage? im aware she still crits, but instead of extra damage its supposed to be an empowered slow

it does extra damage. They compensated it for her reworked passive.

EDIT - I should point you to the thread on reddit - https://www.reddit.com/r/leagueoflegends/comments/35xnsy/does_infinity_edge_do_anything_for_ashes_new/

I just showed you.

Essence reaver has 70 AD, 20% crit. It was doing 160 dmg.

IE has 70 AD, 20% crit, with crit dmg modifier. It was doing 190 dmg.

It boosts her damage on targets afflicted by frost shot. Ashe still "crits," so it boosts the damage of those crits.

Did you read her passive? It has 2 parts. She gets bonus damage based on her critical strike chance, but that counts as crits too so IE boosts that damage.

Her ACTUAL crits slow more. But her bonus damage on her normal attacks gets boosted. Its sounds complicated trying to type it out so the short answer is yes, it boosts her damage. The IE passive works on her.

Bro Ashe always crits it just raises her damage more . Think of jhin and graves

IE makes empowered autos do 50% more. Say you have 50% crit, your autos do 50% more damage. If you have IE, 50% of 50% is 25%, so you do 75% damage. That way if you get 100% crit chance and have IE you still do 250% damage, where as if you get 100% crit without IE you only do 200% damage. It adds 50% of your crit as extra damage.

Ashe does crit but it scales badly with her

Normally crit gives you a % chance to do 100% increased damage (or 150% with IE). Over a period of time this means your dps is increased by your % chance to crit (increased by 50% with IE). So if you had 70 crit with IE, crits are on average increasing your dps by 105%.

The way that crit works with Ashe is that she has a conversion formula, every auto after a target is frosted has it's damage increased by 10% (+ crit chance [increased by 50% with IE]). So following our 70% crit example she would be doing on average 115% higher dps, so she actually scales with it better than most champions.
