With the recent nerfs to his attack speed, I think he's more in line with the rest of the game right now.
Before, he had everything a jungler wanted: clear speed, sustain through his passive, strong ganks pre and post level 6.
Now, he still has godly ganks for players that can use his kit well, but his clear was made a lot worse, so his early gank potential is somewhat diminished. I'd say he's in a fine spot right now, because he has a pretty even amount of strengths and weaknesses, and he really needs to be putting in work early on in order to stay relevant later in the game.
He was fine mostly before, it's just community whines on every single champion who are good at early game and starts the game with x-0 scores.
He does exactly what he should be, an early-midgame yolo fighter and he does great at that.
