ok so this is mostly just me trying to figure out if skarner is worth buying.
what r the pros and cons of skarner and is he a good jungler compared with other junglers?
are there other junglers that do what he doesnt only better?
any info u can give me on him would be great. :)
He is a fun champion, personally I love him. But I don't think he is too amazing right now. With that said, in lower elo he could be a God though since you can catch people who are out of position with him.
People say there is nothing he does that 
doesn't do better.
But dammit, it's fun to build cinderhulk and get in the middle of the fight and be unkillable and obnoxious.
As far as jungle Skarner goes, his clear times are a bit slow (that may be just me playing as jungle Shyvana and jungle Fizz though), but because of his W and passive stun, he comes out of each clear with more health than other junglers with no natural sustain. He is very mana-hungry early game, especially when ganking, so securing blue buff is critical early on to your success.
As far as Skarner's viability . . . eh . . . he has a ton of CC, and has decent mobility, survivability, and damage presence, but he gains less from Cinderhulk than most other tanky junglers, most likely due to upgrades to Sheen lacking a Health stat. I'm also in the depths of Bronze 5, so my advice on viability is pretty much uninformed at higher tiers and rankings.
I have not play him yet this season but he not that bad of a jungler if play well but he is somewhat harder then other and jungle is easyer this season so it not that hard.
His clear time is ok compare to some the the tank jungler that being seen and with less assassin being play as jungler he should not have that much of a hard time. His ult is good and fun to use on ganks pull people under your towers. He have good cc also build tanky and this is a tank meta so he should not be to bad.
He lack damage so you will not really be getting kills but he is helpful to the team.
Pulling enemies to their death with his ult is one of the most rewarding things in game.
His gap closer is his main weakness. It has to charge up and since he doesn't build AP(normally) it's easy to break.
Don't pick him into a team with a lot of mobility. If your team has other options for a front line he can peel anything off anyone in your back line. Ruin the day of any assassins.
He is scary as can be to face late game though. His Q + IBG it put out a lot of AoE damage and he will be very tough to kill.
Umm let me ask you the why don't you think he isnt
Every champion is viable If you know this concept then you would not ask this. Every Champion is viable if played right
He is a reasonably strong champion, and just in terms of straight power he's easily a tier 2 pick, but you will get into a lot of situations where you're going to have very little impact on a game outside of waiting for a flash-ult opportunity. He's very easy to counterpick, and he's very weak to his strong counters. If you can avoid playing against the champions who dominate him, he'll be fine.

Realistically, you can always pick a better champion for any given role than Skarner, but Skarner can fulfill most roles satisfactorily. He has a good mix of options, but he doesn't excel at anything. He's not the best bruiser, he doesn't have the best peel, and his engage is strong, but very situational. He's a good level 6 ganker, but his ganking before that is weak. He's a very, very strong early fighter, but he's bad at finishing people off.
In my opinion, he is extremely strong, a little bit sleeper op if I might add. He just needs some practice to do well on. He has his own niche, which is being a tanky bruiser with powerful dueling, CC, and disruption, but is mainly defined by his ultimate which has many uses and is very powerful. His only problem might be reaching his targets, but it's not that hard with his W, E, Chilling Smite, and some practice.
His clears are very good, and you don't lose much health after. Just run Full Attack Speed Marks and Quints, and watch the magic happen. For his build, get Cinderhulk, Mobis, TriForce, Frozen Heart, and Righteous Glory as core.

Righteous Glory, and Volibear.
I do love Skarner, he has more constant damage than voli, but Voli can make a pick every time flash and q is up, or every time Glory + q is up.
Skarner is best played very aggressively or with a duo top or mid that is gunna exploit your perma slow tank action, triforce is a must and early sheen can win games if people don't respect your CC and shield. Gotta proc dat passive
Also, gap closing issues???
