From Silver to Gold

So when I final got out of the troll cesspool that silver is, I finally though to myself; Finally I can play league with some decent people. Oh boy was I wrong. I had forgotten about infestation of players who have been carried, elo boost, purchased account and so on that GOLD V has become. How are these players still gold 5. they have 30-40% win rate and still manage to stay there. I presented a graph showing you the gigantic difference in population size of silver 1 - gold V - gold IV. There are almost more Gold 5 player as the combine silver 1 + GOld 4 population. WTF rito fix this
