you should be able to get a lvl 6 token with only the tokens key system sucks

I wont ever be able to get my lvl 6 and 7 masteries unless i pay money for boxes because riot made the drop rate on the keys so low for me I only get keys the first 5 days of a month then not one after its been about 2 weeks since i saw a key and its stupid now i have to pay money just to get blue essence so i can get the masteries why they should be able to get with tokens only too.
