Blitzcrank--AD Steel Shoulderguards or AP Relic Shield?

I play a lot of Blitzcrank and I noticed that for the recommended items for preseason they have Steel Shoulderguards instead of Relic Shield.

Is Blitzcrank really better off with the AD from the Shoulderguards as opposed to the AP from the Relic Shield?

Technically yes, because that 3 ad from shoulderguards becomes 6 damage on his E, which is marginally more efficient then the ap.
