Runic Blessing shield not recharging after respawning

The Runic Blessing shield from the mastery is not recharging when I respawn on multiple maps (SR and HA) and with multiple champions. And I realize it only should respawn when I die and not when I recall (which is lame, but oh well), but it's not even recharging then. It's been there at the beginning of the game, but then it never appears again. I've noticed that that's been the case for at least several days.
