I think they should just change the system into an optional dodge button.
Say 1 person goes into queue, they're matched up with 9 more players and they can choose to press this button at any time, which ends the champ select and they're returned to lobby with no penalty EXCEPT they can't be matched up to those same 9 players again... So ofcourse, once a new 9 players are found, the same thing happens again and if they feel the need to press the leave button again, they receive a warning and are encouraged to make a report on another player...
Then this happens one more time, with new 9 players, if they filed a report on the last one, they're prompted to the same thing as the second time and can try once more for a fourth time, at the fourth time, even if they do file a report they receive a penalty and cannot enter the queue again for 30 minutes? an hour? Whatever, in this scenario their reports are to be reviewed in accordance with what happened in those champ selects, if they were lying, their accounts are banned for abusing the system. Throughout continued use of this system people are eventually classified as friendly players in champ select and unfriendly players and matchmaking is tailored to keeping the well behaved together and the badly behaved on a probation basis to fix up their behavior.
One thing to note is that if you go in queue with a group of 5 you can stay with that group, but they aren't given a report option and can only leave twice, as if they're in a match a third time with a group of the same 5 the leave button is grayed out.
Another thing to note is that the option to report someone isnt even available if those people havent said anything at all... so nobody can file a report on anybody if they don't say anything. The only exception to this is if the person filing a report actually spoke, in which case, they can report someone for "refusing to communicate with the team" this will be reviewed, if what the reporter was saying was solid, normal, not offensive, etc. then the person who's being reported receives a strike. Enough strikes can grant you a temporary ban with ease (but never permanent)
AND THEN ONE MORE THING TO NOTE... a change to the lane claiming system. The rules will without mercy favor the person who literally now CLICKS a button pertaining to their lane, so they don't even have to type out what lane they want, all they have to do is click the button pertaining to the lane, there would be a button for top, bot, mid, jg, other and fill. Along with a section for undecided yet. Other exists because I'm sure riot would encourage people trying to be creative.
With this system in play, I'm sure champ select would fix up it's behavior hardcore... and this system allows for customizations that could make blind pick a little more controlled like team builder... But not 100% solid like TB
Also, this can be tailored to fit the ranked standards... I'm sure it's not out of anybody's reach.
