Lost honor but now unable to get it back for some reason.

In June/July I got a 14 game chat suspension for being abit of a toxic asshole in ranked. I quite quickly gained the ability to get rewards back but since then my Honor level hasn't changed remotely. Is the system bugged out or something? I'm still able to receive Hextech chests and all that but getting keys right now is basically impossible for me to get now, without having to use RP.

You must remain UN-reported during the time to gain honor. IF reported the process starts over. Good luck on the rift.

I highly doubt that. Especially since people can send false reports to Riot. Plus according to Riot, my stuff has been "unlocked" since June/July and I should be able to receive honor and rewards again, I can gain chests but haven't been gaining any honor.
