Lost honor but now unable to get it back for some reason.

In June/July I got a 14 game chat suspension for being abit of a toxic asshole in ranked. I quite quickly gained the ability to get rewards back but since then my Honor level hasn't changed remotely. Is the system bugged out or something? I'm still able to receive Hextech chests and all that but getting keys right now is basically impossible for me to get now, without having to use RP.
