Why Can't We Program Turrets?

I've always wondered this.

Why can't we somehow instruct turrets to attack certain enemies even when they are not the turret's initial target? Is it ONLY because it would be too OP?

What if we had a champion (Heimerdinger or Azir for example) whose presence alone would temporarily "reprogram" it as it were. Like maybe when this special champion is near the turret it gets a "boost" of artificial intelligence ("Unique Passive: Momentary Sentience"?) and attacks the nearest enemy champion / lowest HP enemy minion outright, completely ignoring / overriding the game's "cry for help" instructions?

Or maybe a NEW summoner spell ("Awareness Unto Stone"? cooldown 5 min) that would do this. In a desperate situation, if ONLY the turret would attack a tower-diving champion who is not currently targeted by it.

As for a champion, it would be way too overpowered. You're proposing messing with the mechanics of the game itself, not the champions. Imagine a champion that could change the terrain; open holes in walls where none existed and move walls to block passages. Yes, some champions can somewhat do this (Bard, Anivia), but it's not the same as complete control. Anivia's wall fades. Bard's magical journey can only be travelled in one direction, and has speed restrictions on foes. It also doesn't allow vision.

And for a summoner spell, it would be way too underpowered. For a 5 minute cooldown? Hell, even a really short cooldown. It's easy to just leave a turret's line of fire. You dive because you expect it to focus you anyway.
