Can you just get rid of the leveling system?

So I'm trying to level up but, I'm better then most people the same level...As a result ive been put against countless smurfs.They are all toxic for the most part. Now ive soaked a lot of time in this game I would say around 15 hours atleast on this account and im only level 13. I'm tired of fighting uneven match ups ranging from people who are "plat" or are only "one tricks".Either make leveling less hell and faster or just get rid of it entirely and have a different thing like the mmr system.So its like i play at a G5 level or a silver 2 level or something and i start at level 30 and get to fight people the same level and skill set instead of, me having the skill set of G5 and fighting plat smurfs one tricking vayne or something for around 40 hours or how ever long it will take me to level up.This would also stop the smurfing problem since there would be no way to smurf, you play 5 games and you fight people your skill level, no one could really flame then and everything would be some what ok for new players.
