A lot of people would disagree with you but I actually totally agree with you. ADC Miss Fortune's base AD is so pathetically low that there isn't a reason to play her as an ADC aside from her ultimate really, and if she doesn't have a team built around her then it's almost impossible for her to do anything with her ultimate.
