So how is phaserush still not getting buffed?

It is by far the most useless keystone right now. the only people who will actually take it are melee juggernauts. that's it, and it's in the sorcery why? all the mage/adc's that would take stormraiders like vlad jhin cassiopeia do not benefit from it as much, since the movespeed is down, its harder to proc it (disregard cassiopeia here) and dont give the slow immunity again . so why isn't it getting buffed? or god damn changed
