Who thought it's a good idea for ability cooldowns to start during the start of the ability?

You got abilities like Nasus Q, Twitch Q and a few others and if you look carefully, their cooldown for that ability starts after the ability has finished. That is called counterplay and window timings.

But then you got most abilities, that are plagued with the cooldown starting during the ability. Let me give an example, an Akali W. The cooldown at rank 1 is 18 seconds, but the ability cooldown starts after the W has landed on the map not after the ability is finished, which is ridiculous. So technically the ability is on a 10 second cooldown. Akali can also build CDR items, and with the bullshit cooldown starting at the beginning of the shroud not the end, technically there could be a point where there is no cooldown to the ability, even though it says it on the tooltip.

Another example is a Kayle E. Did you know, that with 38% cdr, she can keep her E permanently up which is a complete joke and has no counterplay because technically there is no cooldown even though it says it there. There are many more abilities in the game that follow this. They lie, and so does riot.

Generally it's done for abilities that need more uptime. I mean, they've designed Kayle around having 100% uptime on her E.

Typically, when they have abilities like that, they design it around it having a cooldown like that.
