give us a way to report player in game history

exactly what the title says. i have been in so many game where a player is report worthy but i cant report them becuase the game is telling me to skip the stats. and honestly its really annoying. i can report a player because the game doesnt let me and thats why u have so many leaver or so many toxic players. riot just doesnt do anything about them
