banning someones hover

Asking the community. what is everyone stance on banning a champ that someone has declared their intention to play. When is it OK? when shouldnt you?

I ask cause i often see someone at the bottom of the pick order hover over a champ that i want to ban. I dont want the other team to be able to grab this months FOTM OP champ, but i dont want rage from my teammate.

thoughts?

This thread again? Banning a fotm champ is fine if the end of the pick order is hovering it, but first or 2nd pick should offer to pick it for them if possible before banning.
