Maybe I was just seeing things but I just fought 
and I'm pretty sure he took turret damage while he has his Flow Shield ready. But the shield did not trigger and his Flow was still at max.
It is possible this was just a coincidental timing thing but. Does Yasuo's Shield not proc/pop? And if it does, why the heck not?
It doesn't trigger off of tower shots. If it did, the first shot wouldn't damage him. Plus, since his ult fully restores the shield, he could ult kill under enemy tower with low hp and most likely get out alive quite easily.
It doesn't proc on turret damage from what I believe. I imagine they decided he was good enough at tower diving as he was.

It doesn't, and believe me when I'm saying that you would hate Yasuo far more if it did. Imagine if he could take the initial turret hit with his shield.
