Cassiopeia or Vladimir?
No, this is not a poll for which one is stronger... It is for which one is more fun to play ( for me, fun = being tanky while still doing tons of damage )

Vladimir is way more tanky than cassio but doesnt deal as much than her. Cassiopeia doesnt have boots available so she has a lot of damage from items. And with Rod Of Ages, Seraphs Embrace, and rylais Crystal scepter, you get pretty tanky, and the ROA heals for mana spent and gives mana for hp taken, so its a good sync with her poison and e ability to heal more.
Vladimir is just annoying to deal with but isnt as fun in my opinion since but still strong. He can go 2-3 Damage item and go full tank and still deal really good damage since his E ability scales from AP and HP.
for non reliant skill shot Vladimir is the better choice but for heavy damage but chance of missing Q Cass is the way to go.
Sounds like you described Vlad more than Cass. Vlad deals less damage and build tankier. Cass deals way way more damage, but takes a lot less too. Vlad is more in the middle of the fight, Cass less so because she is relatively squishy.
What other champs do you like? That might give a better indication.
Vladimir. Insanely fun and reliable. His visual updates are also incredible (you're turning into blood, sucking blood into you, turning into blood, and shooting out cakes of blood... Hemoplague is also an incredible Ult).
His laning is super safe and super reliable... once you get SV and a few utility AP items to max out CDR, you become this vampire god... running in and out of fights dealing tons of AOE damage and then Pooling out. You can soak up tons of damage while dealing it out as well.
