Suggestion: Technical Surrender

This has kind of been brought up in another post, but this would apply globally. For all game types could we have a Technical Surrender option for the first 10 minutes of the game? The vote would prompt a vote for all users and if passed, would void the match; awarding no points or bonuses to either team. A passing vote would require a majority vote on the proposing team and at least at 33% yes vote on the opposing team.
