Okay, so has anyone found a way to make him relevant? it seems that he doesn't really have any favorable matchups bottom lane, any tank or CC bot ruins his day, he doesn't get a good income as a support. His kit wants you to roam, but that costs you even more gold + exp and once he is behind you might as well afk with how useful you are.
He is in the experimental phase. All new champions go through this phase. Players try it in various positions with various runes and various items. The objective being to bring the champion to a win rate of approximately 50%. If, after some time has passed, the champion does not reach the win rate intended for it then it will likely be subject to buffs.
In Pyke's case, specifically, I've read that Electrocute is his best rune. And Resolve is his best secondary tree as it grants him bonus AD and offers some lane sustain options. Bone Plating, Second Wind, Revitalize (for his passive healing), or even Font of Life to provide healing for your team on a champ that brings none to the table on his own.

You dont play him as support. That simple. (I Jungle him and in 7 games have 100% win rate)
He's weird. You basically just CC someone until they get below your theshold from ally damage, and then you execute them. And then you do that again, and again, and again, and again... until you can't. Imagine an Assassin but instead of rolling in and instantly killing someone, you just CC someone long enough for an ally to get them low and THEN you instantly kill them. If the enemy team is grouped, you can snowball kills from there, especially if you have a Kat or Yi or other kill reset champions on your team.
The trick to winning games in this patch is to make sure you improve your chances that pyke will be on the other team. Find out if anyone on your team plans on playing pyke, if not, let him through and the enemy team will probably have a pyke. If someone on your team is going to try to go pyke, ban him. They threaten to troll? They really cant do worse than going pyke, no matter how hard they try.
Do this and enjoy a free bump in winrate until the thrill of a new champ is gone and people decide they want to start playing to win again.
