Actually it be better if it has a similar mechanics to Fioras Q, if Riven uses Q and does not hit an enemy it goes on an increased CD, take in mind this would be not hitting an enemy on any of her procs. So you could hit an enemy on the last cast and still get the normal CD.

How is her being easier to catch counter play to her deleting people 3v1 under towers?
