He has too much speed, I don't mean mobility but w/ his abilities, most abilities that range have a marker or go slow like 
spear or 
skill shots, you can see them coming thus you can wind wall or 
or something, the only thing that will save you is a buff build w/ shields
This leaves less space for the damages

So if he's going against an assassin, for this case we'll put Talon, talon can simply e behind him, do his combo, and look who's on the ground asking for him mommy to give him a band aid... Out of the base speed tiers (325, 330, 335, 340, 345, 350, 355) Xerath is pretty up there at 340. Highest of ranged champions aside from Mini Gnar.
ModAcademy Kayn1 votesIf we use Zyra as a comparison, another mage with good range, Zyra has 325 one of the lowest. Xerath still has longer range, higher burst, and worse mobility?
If I can remember though, a discussion on MS, Zyra has a low MS due to her power and having someone being real fast to reposition or throw out a snare can be an annoyance. Xerath on the other hand, requires a lot more positioning and set up then Zyra, so a higher base MS might be nessecary.
