8.12: Allied Shields and Looloo

So in patch 8.12 allied shields were nerfed quite a bit: > This pass comes in two parts: abilities that shield allies ("gifted shields") and items that increase shield strength.

This includes lulus shield on allies being decreased from 6 to 2 seconds.

I am fine with this since I suppose shields were getting a bit strong

Unfortunately this also affects looloo in other lanes where she has been really weak the past years.

Even judging from the descriptions it sounds like it is only supposed to affect gifted shields, so what I am saying is that

Why can not Lulus E be treated differently so that self shields are 6 seconds and allied shields are 2 seconds?
