when will this new items come live? after 11 november? next patch?? and i saw dat masteries dont have cdr anymore.. and cdr boots are losing 5 % cooldown.. so it isnt easy to get 40 cdr in laning pahse with riven... so the ult cdr nerf was actually overkill for future. or am i wrong? but np.. i just want to know when these changes come live

I think Riot wants more tradeoffs to get max CDR. They're making some new items with CDR, but they're lacking on other stats which I think is a good thing.
